Requirements: A degree in economics / accounting or equivalent qualification (a postgraduate degree will be an added advantage). Three years’ experience in the administration of the Automotive Production and Development Programme (APDP) or deeper under understanding of the programme. Three years’ experience in customs tariff investigations/ economic research/ financial analysis. A solid understanding of the role of ITAC, Industrial Policy, the relevant sectorial Masterplans and the Customs and Excise Act. An in-depth knowledge of Government macro-economic and trade policies, ITAC policies and tariffs, as well as a good understanding of the functioning of ITAC and ITAC’s role in trade of administration. Proven policy analysis, research, problem-solving, report writing, project management and presentation skills. Strong analytical skill and Computer literacy. Ability to work independently, manage a dedicated team of investigations, interact and network at all levels. Good interpersonal skills. Excellent verbal and written communication skills, including negotiation skills. Sound planning and organizing skills. Applicants must be in possession of a valid driver’s licence for at least two years.
Key Responsibilities: Manage APDP claims of qualifying manufacturers of specified motor vehicles, automotive components and tooling. Provide input to the Senior Manager on: unit’s business plan/s; the development and review of Policy, Regulations, Guidelines and Practise in compliance with policy framework; technical advice on multilateral, regional and bi-lateral trade negotiations as they relate to the automotive sector. Manage tariff amendment investigations, make submissions and presentations to the Commission on tariff investigations conducted. Interpret policy and Commission’s decisions to the stakeholders for effective communication. Represent ITAC at various forums. Ensure compliance with domestic laws, policies and procedures and World Trade Organisation (WTO) framework. Manage human resources of the sub-unit in order to deliver the desired output and outcomes.
